Dont share your Opinion of Germany. They are in a change, but great young players are there to come.
Werner, Gnabry, Goretzka, Can, Kimmich and Sule all are near to their prime. Players like Brandt, Sané and Havertz, Klostermann are great talents which can still develop. Players like Reus, Kroos, Gündogan, Neuer are experienced and can lead the team.
Only issue will be if the defense can get to the top level. Ginter, Rudiger, Tah, Halstenberg, eventually Kehrer or Gosens have to show that they are good enough for big tournaments. Thats why its important to play them and dont nominate Hummels or Boateng. Most of them i think Ginter can reach a new level. Then i would prefer this lineup:

And then you have still players like Gundogan, Can, Brandt, Havertz and maybe Demirbay on the bench, so enough quality to bring on during the game.
If many people will underestimate Germany, im sure that they will surprise with a good tournament. But i also think it wont be enough for a Win, there i prefer France or Belgium. Germany is on a level with England and Holland. Behind them i see Portugal, Italy and maybe Spain. Turkey can be a surprise.
