This is not a penalty. Refs have been favoring the "big" teams during the World Cup, which honestly does not come as a surprise.
Look at that last minute goal Spain made and the "penalty" for Iran vs Portugal that lead Spain to top the group in the last match for group B. Look at how Sweden weren't given a clear penalty vs Germany but Germany gets 9 minutes extra time vs South Korea, which fortunately finished Germany 0-2 South Korea.
All of these "big" teams are being favored by the refs and by VAR.
