Does Filippo Raciti have to Die Before Stadia are Checked for Security Suitability?

Filippo Raciti is a policeman who died in crowd violence at Sicily's derby between Catania and Palermo. After the incident officials began checking stadia in Italy to verify their security systems and measures to ensure that games are safe.

Bari's Stadio San Nicola where the qualifier between Scotland and Italy is going to be played on March 28 has been declared unsuitable to host spectators.

Bari is only one of 25 venues declared unsuitable for gameplay which makes me wonder how come there are a lot of stadia which doesn't have the right system mseasures to host spectators? If Filippo did not die from crowd violence, would the officials ever lift a finger to inspect each stadia and ensure safety?

The following stadia were declared safe by officials: Rome's Stadio Olimpico, Genoa's Stadio Luigi Ferraris, Turin's Stadio Olimpico, Palermo's Stadio Renzo Barbera, Siena's Stadio Artemio Francho and Cagliari's Stadio Sant'Elia.
